Petrol must be free in all 36 states and 774 LGAs Nigeria produces oil, so Nigerians expect cheap or free fuel. But making petrol free nationwide would require:

Fully functional refineries

Zero import dependence

Transparent management of oil revenues

A government budget capable of absorbing the entire national fuel cost

Right now, none of these conditions exist. Even during the subsidy era, the government struggled to pay for artificially low prices.
