Did the federal government give money to the 36 governors and 774 LGAs? according to official budget and FAAC records:

Every month, the federal government distributes money to 36 states and 774 LGAs through FAAC (Federal Account Allocation Committee).

These funds include allocations for infrastructure, development, and basic services.

States and LGAs also receive special intervention funds at different times.

However, how the money is used varies, and many LGAs do not publish spending records.
