Direct digital payments with full transparency the safest way to get money to citizens is:

Direct transfers to verified individuals, not through intermediaries

Public dashboards showing how much was released, to whom, and when

Independent audits published online

Countries like Brazil and India use this method to reduce diversion. It doesn’t eliminate corruption, but it makes it much harder to hide.
