Link recovery to education directly

Any recovered funds from education-related corruption should be ring-fenced and returned directly to a special education recovery fund not mixed into general government revenue.
That fund should be used only for:

fixing abandoned projects

student support scholarships, labs, hostels

digital infrastructure and research
