Mandatory public reporting
Every quarter, each institution should publish

funds received federal, state, TETFund, donors

projects started, stage, and contractor

student numbers, staff numbers, and basic performance indicators

Community monitoring:

Students, staff, and local communities should be able to report abandoned projects, fake contracts, or ghost buildings through a whistleblower portal linked to ICPC/EFCC.
