Only if Nigeria government first achieves

Improved funding for existing institutions in all the 36 states 774 LGA

Higher enrollment in under‑subscribed schools

Better staffing and infrastructure

Stronger regulatory oversight

Clear evidence of unmet demand in specific regions or disciplines

Until these conditions are met, expansion risks worsening the system.
