Not free at the university level there is no policy stating that tuition at state‑owned tertiary institutions—such as Chukwuemeka Odumegwu Ojukwu University COOU is free.

The government instead supports tertiary students through bursaries and scholarships, not full tuition removal.

The 2026 budget mentions expanding bursary schemes, not eliminating university fees.
