Only the sitting government can stop the killings right now.
Everyone else — former leaders, opposition figures, activists — can only influence, not command.
So what can be done right now?
Even without direct power, political figures can still:
amplify national and international pressure
demand accountability
push for reforms
support victims publicly
mobilize civil society
force the government to act faster
These things don’t replace real security action, but they can accelerate it.
