⚡️ Telegram auto-connects* russian Premium users to MTProto proxy

Russian Telegram Premium users are now automatically connected to an MTProto proxy when launching the app. This requires the latest stable or beta version on Android and Desktop.

* — iOS support remains unclear, with some users reporting similar auto-connection.
