Security issues limited movement
Some observer missions reported they could not access certain areas because of violence, roadblocks, or safety concerns. This reduced their ability to monitor everywhere.

INEC’s structure did not change
INEC leadership is appointed through Nigeria’s constitutional process. Because of that, foreign commissions cannot change how INEC operates or how results are managed.
