Sets policy

Controls transmission

Oversees regulators

Historically underinvested

GenCos
Struggle with gas supply and maintenance

Often cannot generate enough power

TCN
Cannot transmit enough power

Grid collapses frequently

DisCos
Poor distribution infrastructure

High losses and weak billing

Load-shedding based on financial considerations

Regulators (NERC)
Struggle to enforce standards
