The developmental inadequacies in Nigeria is foundational and linked to a lack of credible elections. The political class do not respect the electorates, because their position is not determined by their votes. As long as the president chooses the INEC head and commissioners, electoral credibility will remain a mirage, it is like Arsenal choosing the referee for its match against Chelsea.

First thing first, make INEC truly independent, until then, free fair and credible elections is utopian.
