Governor in Nigeria cannot run for a third term.

Nigerian constitution 1999, as amended
A state governor can serve only two terms of four years each.
Once a governor has completed two full terms, they are not allowed to contest again for the same office.

What this means for Oyo state
Seyi Makinde:

First term: 2019–2023

Second term: 2023–2027

He is already in his second and final term.
So he cannot run again for governor in 2027.
