What NiDCOM cannot do
It cannot issue visas or passports

It cannot negotiate treaties

It cannot override foreign laws

It cannot force foreign governments to release detainees

It cannot conduct evacuations alone requires Ministry of Foreign Affairs + NEMA + Air Force or private airlines

It cannot prosecute traffickers that’s NAPTIP + police
