Ekiti does not offer universal free healthcare.
However:

Pregnant women and children sometimes receive subsidized care

The state has a health insurance scheme (not free)

New Hospitals
Ekiti has renovated several hospitals and PHCs, and built some new facilities, but not a massive free-hospital program.
