This is bold, but not crazy. Many countries do versions of this.

National Student Support Scheme

Monthly stipends for:

Students from low-income families.

Students in critical fields (STEM, teaching, healthcare, etc.).

Funded by:

Federal budget

Special education tax

Private sector contributions

Work–study programs

Students work part-time in:

Labs

Libraries

Admin

Community projects
