Strengthen the referees make anti-graft bodies truly independent
EFCC & ICPC independence:

Secure fixed, protected tenures for their heads; transparent, merit-based appointments; multi-party confirmation.

If the agencies fear politicians, they can’t chase high-profile thieves.

Special anti-corruption courts:

Dedicated courts with trained judges, strict timelines, and no endless adjournments.

Justice delayed is corruption rewarded.
