What “failed” means in this context
In the SAE Index, a “fail” isn’t a pass/fail grade — it means a state scored below the national average on transparency, accountability, and audit compliance.

The 2025 report shows:

30 out of 36 states scored below average.

Only 6 states scored above average Ekiti, Gombe, Yobe, Adamawa, Delta, Osun).
