Wike has repeatedly said that most of the demolished structures had no valid approval, or the approval was obtained through fraud.

So who is actually responsible?
If the permit was legitimate:
Then FCDA/DDC issued it — and the demolition becomes controversial because the government is destroying what it previously approved.

If the permit was fake or corrupt:
Then corrupt officials, land speculators, and developers are responsible for misleading buyers.
