The audit is not based on bias.
The Subnational Audit Efficacy (SAE) Index uses a uniform methodology applied to all 36 states and their 774 LGAs, and the 2025 edition even expanded its scope to include local government audit performance (20%) alongside state-level performance (80%). This expansion was triggered by the supreme court ruling affirming LGA financial autonomy.
