Patterns that work:
Strong, disciplined military and intelligence, not politicized or corrupt.
Cutting off money, weapons, and safe havens—inside and outside the country.
Winning local trust so communities share information.
Addressing real grievances (poverty, marginalization, injustice) so recruitment dries up.
For boko haram, that means: serious security reform + development in the north east + regional cooperation + deradicalization—not just more guns, soldiers real action less talk
