What's the usefulness of a presidential order to security agencies to apprehend criminals after the occurrence of a crime? Does the police, DSS and NSCDC need any prompting before moving into action when there's a security breach? Should that not be their natural default mode?
Giving out such orders suggests that the security forces will do nothing in the event of a crisis unless the president so directs.
I believe it's only the military that needs a presidential order to deploy at any time.
