No, one man’s salary cannot realistically care for all wounded soldiers.

Yes, it can easily become empty symbolism if there is no structure, no budget backing, and no transparency.

But with proper design—legal backing, independent oversight, public reporting, and integration into the national budget—it could be the start of something real instead of another broken promise.
