What transparency mechanisms could make this fund actually work
For a fund like this not to become another “we will look into it” story, at least these mechanisms are needed:

Clear legal and financial structure
Dedicated account with legal backing:

Label: A specific name and account number published officially.

Rule: Money in that account can only be used for wounded soldiers and families of the fallen, defined clearly in law or regulation.
