Pattern across countries:

Core funding comes from the national budget (taxes).

Veterans’ care is treated as a permanent obligation, not charity.

Charities and special funds are add‑ons, not replacements.

So if Nigeria wants real impact, the wounded soldiers’ fund must sit on top of a serious, budget‑backed welfare system, not stand in for it.
