Civil servants are underpaid
When government workers earn very little, corruption becomes a survival strategy.

Botswana solved this early by:

paying civil servants well

enforcing strict discipline

firing or jailing offenders

Rwanda followed a similar model.

Most countries never made this investment. Like Nigeria never did hence judiciary states forgery is not a crime but punish Nigerians for asking for basic amenities light that was promised in 2023 now 2026 still no light, no jobs
