Political elites benefit from corruption
This is the biggest reason.

In many countries:

corruption funds elections

corruption maintains political loyalty

corruption rewards supporters

corruption keeps powerful networks alive

So the people who should fight corruption are often the ones who benefit from it.

Botswana, Rwanda, and (to a lesser extent) Ghana broke this cycle by making corruption politically
