Most African countries inherited weak institutions from colonial rule
Colonial governments were not designed to build strong, accountable systems. They were designed to extract resources.

So after independence, many countries inherited:

weak courts

weak police

weak civil service

weak financial oversight

strong executive power

Countries like Botswana and Rwanda rebuilt their institutions almost from scratch. Most others did not. Nigerian leaders do the same as Botswana and Rwanda
