There's definitely a misalignment of policy at the higher echelon of our security architecture.
The NSA Ribadu, the minister of state defence Matawalle and now the CDS Gen Oluyode are openly disposed to appeasement of terrorists through dialogue and rehabilitation.

On the other hand the minister of defence Gen Chris Musa is openly opposed to dialogue and rehabilitation, believing (and rightly so) that terrorists can't be trusted to honour their word.

This is a divided house.
