The brutally honest version nobody in government will say out loud:

Pay the damn debts, excuse my french
The power sector is drowning in unpaid bills.
Gas suppliers are owed. GenCos are owed. Everyone is owed.
Nobody will supply gas consistently when they’re owed trillions.
Until the money moves, the power won’t.
