Investing in agriculture there is counterinsurgency, not charity:

Mechanization and inputs:
Tractors, irrigation, improved seeds, and storage so farming is profitable and less back‑breaking.

Secure farming zones:
Protected corridors and “safe farming areas” where people can plant and harvest without constant fear.

Rural roads and markets:
If farmers can’t move goods, they stay poor—and insurgents can tax or control the few routes that exist.
