Why insecurity still persists (big picture)
Even with arrests, Nigeria faces systemic issues:

Large ungoverned rural areas where security forces struggle to maintain presence

Economic hardship pushing some into crime

Long-standing insurgency networks that are difficult to dismantle

Distrust between citizens and government, especially when communication is unclear

So yes — the DSS may be making arrests, but that doesn’t erase the visible reality that many Nigerians still feel unsafe.
