Nigeria's Defense Headquarters (DHQ) has declared that it lacks the constitutional power to stop any state government from engaging in negotiations with bandits or terrorist organizations. Military leaders assert that although the Armed Forces are still dedicated to eradicating criminal violence and terrorism nationwide, individual states' choices to engage in negotiations or peace agreements are not within the military's legal purview.
