Repentant Terrorist
When it points to some sections of the Country, the treatment is with Carrot, and when it is a particular section, the Iron Rod is used to hand down Judgement.
In a country where Rule of Law is turned upside down to favour some and punish some, that Country never grows.
Imagine a confirmed Terrorist is being branded Repentant and will soon be integrated into the main fabric of the Nation (Military, Civil Service, Police, etc).
