The INEC Guidelines/Regulations are inferior to the Electoral Act, so if the Guidelines say for instance that only electronic transmission must be used in the elections, snd the Electoral Act doesn't so provide, if electronic transmission isn't used it won't be enough grounds to invalidate an election. Jegede & Anor v INEC & Ors (2021) per Agim, JSC - failure to follow INEC Guidelines may not be enough grounds in an election petition to invalidate an election
