According to the Nigerian newspaper The Nation, the Independent Petroleum Marketers Association of Nigeria (IPMAN) is seeking to build a 300,000 bpd refinery in Akwa Ibom State. To finance this project, IPMAN is reportedly seeking a $10 billion line of credit from the federal government.
