The high level of informality, non standardisation and lack of database for home address means you can't really tie a person or business to a location. This has a huge cost as you can't provide services like mortgage, car loans in a country where you cant tie anyone to a particular physical adresse. We will see more businesses tieing services to NIN, but even that is not enough.We need to have a databases of home addresses. Ut should be easu to know exactly who lives at a particular address
