In his Feb 12, 2026 SONA, President Cyril Ramaphosa condemned unlawful denial of public services to foreign nationals: “No foreign national should be unlawfully barred from accessing public facilities, including schools and health facilities.” He rejected vigilantism & violence against migrants, stressing constitutional rights apply to all. He also called illegal immigration a risk to security & economy, vowing tougher border security, drones, & 10,000 extra labour inspectors
