In my view, the emergency Senate session was forced by rising public outrage and pressure from opposition parties and civil society. The demand was accommodated to calm public anger, not out of genuine commitment to reform. Technical glitch has been coded into the Act, as an escape route to protect vested interests and preserve electoral manipulation.
