When Words Decide the Fate of Votes

The Senate’s choice of transfer over transmission is deliberate.
Transmission means direct electronic movement of results from the polling unit, free from human interference.

Transfer is elastic.
It allows paper movement, manual collation, and delayed uploads under legal cover.

Transmission locks the voter’s will.
Transfer returns discretion to the system.
If transfer replaces transmission, the votes will not count in 2027.
