A government’s first duty is security. When citizens live in fear, travel with anxiety, and rely on self-help for protection, leadership has failed in both capacity and will. Persistent insecurity is not bad luck; it is evidence of weak strategy, poor coordination, and absent accountability. A state that cannot protect lives loses moral authority, no matter how loud its promises or speeches.
